Now five years after taking over and have been reelected once Gov. Arnold Schwarzenegger on Monday declared a fiscal emergency and called lawmakers into a special session to address California’s budget deficit. Despite Schwarzenegger and the other nincompoops in the legislature’s best effort at fiduciary fornication — the state will run out of cash in February and see its revenue gap widen to $28 billion over the coming 19 months.

California’s relationship with the State Employees Unions is tantamount to GM and the United Auto Workers having what is believed to be the highest employee cost per hour for any state government. Schwarzennegger is also talking about his wn tin cup trip to Washington DC or maybe China will buy the State.

Taxpayers are just awakening to Schwarzenegger and the legislature’s bait and switch claiming spending cuts and no new taxes while doubling some of the more than 3,000 fees for services charges residents and businesses and calling for massive tax increases. Folks are gasping at the idea of raising vehicle registration fees that will see vehicles owners paying nearly $500 a year for their license tags. Schwarzenegger has also proposed raising sales taxes by one and a half percentage point further chilling the state’s nose diving car and retail salvers.

Republicans in the Legislature are an endangered species, and while they collectively are digging in their heels to stop tax increases they will likely be overwhelmed by Democrats and abandoned by the erstwhile Republican Governor.

Amid rumors there maybe a role for Schwarzenegger in the Obama administration there are those who are hoping for that and his resignation - he will be term limited in 2010 – and the joke being circulated reminding the last person to leave the state to turn out the lights.

The State has been overwhelmed by illegal immigration and related spiraling costs. There has been a net out migration of businesses and professionals many to neighboring states with lower taxes and fees.

Democrats were expected to gain three seats in the state Assembly, but failed in the November elections to win a two-thirds majority in either house, which is needed to pass tax increases or a state budget.

Democrats proposed $8.2 billion in spending cuts and $8.2 billion in tax increases during the special session called last month, but Republicans rejected the package because of the taxes. Instead, they seek an economic stimulus program to kick-start the economy.

Schwarzenegger asked for both, offering essentially the same plan legislative leaders rejected last month.
